Role Overview

The Lead for Business Change, Communications, Engagement, and Training is a key leadership role within the Oracle Programme. This role is responsible for ensuring that staff, suppliers, and stakeholders are fully prepared for and engaged with the transition from SAP to Oracle, covering finance, procurement, recruiting, HR and payroll processes.

As our client moves into go-live for Phase 2 (Finance, Procurement, and Recruitment) and prepares for Phase 3 (HR and Payroll), this role will focus on go-live and hypercare for Phase 2 and delivering business change and communication strategies for phase 3, embedding new ways of working, and ensuring successful adoption.

Whilst managing the team you will drive a structured approach to change management, stakeholder engagement, and training, ensuring that staff feel supported, confident, and ready to transition to Oracle.

Key Responsibilities

Business Change & Readiness

  • Develop and implement the Phase 3 Business Change Strategy, ensuring our client is fully prepared for the transition to Oracle.
  • Undertake Phase 3 related Change Impact Assessments and business readiness planning and activities across all impacted services, ensuring that teams understand what is changing and why.
  • Identify and mitigate change risks related to user adoption, organisational disruption, and operational impact.
  • Work closely with sponsors, support manager, service leads, directorates and the programme team to ensure key activities, new behaviours and key messaging is understood and cascaded.
  • Ensure that stakeholders are engaged early and that localised change impact assessments are completed, along with essential persona creation.
  • Drive the transition from SAP to Oracle by embedding new ways of working and ensuring process alignment.

Communications & Engagement

  • Deliver a clear, structured communications plan to ensure sponsors, staff, managers, and external stakeholders understand the changes.
  • Develop targeted engagement approaches for key stakeholders and directorates.
  • Lead engagement with the senior leadership team and directorates, ensuring decision-makers have the right information at the right time.
  • Oversee the Oracle Advocates network, ensuring that peer-to-peer support is in place to help drive adoption and assist with hyper care and the support model.
  • Manage and oversee key communication channels, including newsletters, intranet updates, staff briefings, and supplier communications.

Training & User Adoption

  • Ensure that all training activities support successful system adoption, focusing on user confidence and capability.
  • Oversee the Training Strategy, ensuring a mix of live training, e-learning, and Oracle Guided Learning (OGL).
  • Oversee the delivery of training sessions, ensuring content is appropriate and of a high quality. Delivering a product to be proud of.
  • Ensure hyper care support is in place post-go-live, providing ongoing guidance and confidence-building.
  • Work with IT, L&D, Support, HR, and Finance teams to ensure Oracle training is embedded into business-as-usual learning and development for phase 2 and phase 3.

Leadership & Programme Alignment

  • Line manage the Communications Manager, Training Manager, Training Coordinator and Admin positions.
  • Collaborate with the Oracle Programme Leadership Team to ensure business change, engagement, and training activities are aligned with programme timelines.
  • Monitor and evaluate business readiness, training effectiveness, and engagement levels, reporting progress to senior stakeholders.
  • Identify key risks related to business change and adoption and provide mitigation strategies to reduce resistance.

Key Skills & Experience Required

Essential

  • Proven experience leading business change and transformation programmes in a complex organisation.
  • Strong understanding of ERP implementation challenges and business change principles.
  • Experience in finance, procurement, or HR transformation programmes in local government or a large public sector organisation.
  • Ability to translate system change into operational change, supporting staff through new ways of working.
  • Excellent stakeholder engagement and influencing skills across all levels, including senior leadership.
  • Ability to design and deliver structured change and business readiness strategies.
  • Strong leadership and team management experience, ensuring clear direction for change, comms, and training teams.
  • Clear and concise communication skills, with experience delivering engagement and communications strategies.

Desirable

  • Knowledge of Oracle ERP or experience working with SAP/Oracle transitions.
  • Experience working in a local authority setting with complex stakeholder requirements.
  • Formal change management certification (e.g., PROSCI, APMG, or equivalent).
  • Experience embedding peer support networks (e.g., Oracle Advocates, Champions).
